The Hon. A. Petter (Attorney General and Minister Responsible for Human Rights) presented to the Speaker a Message from His Honour the Lieutenant Governor, which read as follows:

The Lieutenant Governor transmits herewith Bill (No. 21) intituled Definition of Spouse Amendment Act, 2000 and recommends the same to the Legislative Assembly.

Bill Ordered to be placed on the Orders of the Day for second reading at the next sitting after today.

Order called for "Oral Questions by Members."

The House proceeded to "Orders of the Day."

Order for Committee of Supply called.

Pursuant to Sessional Order, order called for Section A of Committee of Supply (estimates of the Ministry of Small Business, Tourism and Culture).

On the motion for second reading of Bill (No. 20) intituled Motor Vehicle Amendment Act, 2000, a debate arose.

Bill (No. 20) read a second time and Ordered to be placed on the Orders of the Day for committal at the next sitting after today.

Bill (No. 15) intituled Tobacco Damages and Health Care Costs Recovery Act was committed, reported complete without amendment, read a third time and passed.

Bill (No. 17) intituled Protected Areas of British Columbia Act was committed, reported complete with amendment, and by leave, read a third time and passed.

Bill (No. 11) intituled Forests Statutes Amendment Act, 2000 was committed, reported complete without amendment, read a third time and passed.

Bill (No. 2) intituled Budget Transparency and Accountability Act was again committed.

A proposed amendment by Mr. Thorpe on the Order Paper to section 13 of Bill (No. 2) was defeated, on division.

The Committee rose, reported progress and asked leave to sit again.

Bill to be considered later today.

The Speaker declared a short recess.

His Honour the Lieutenant Governor having entered the House, and being seated in the Chair --

Ian D. Izard, Esq., Law Clerk and Clerk Assistant, read the titles to the following Acts:

Bill (No. 8) Miscellaneous Statutes Amendment Act, 2000.

Bill (No. 9) Cooperative Association Amendment Act, 2000.

Bill (No. 10) McLeod Lake Indian Band Treaty No. 8 Adhesion and Settlement Agreement Act.

Bill (No. 11) Forests Statutes Amendment Act, 2000.

Bill (No. 12) Regulatory Streamlining Miscellaneous Statutes Amendment Act, 2000.

Bill (No. 13) Motor Carrier Amendment Act, 2000.

Bill (No. 14) Local Government Statutes Amendment Act, 2000.

His Honour was pleased in Her Majesty's name to give assent to the said Acts.

The said assent was announced by E. George MacMinn, Q.C., Clerk of the House, in the following words:

"In Her Majesty's name, His Honour the Lieutenant Governor doth assent to these Acts."

His Honour the Lieutenant Governor was then pleased to retire.

Bill (No. 2) intituled Budget Transparency and Accountability Act was again committed.

A proposed amendment by Mr. Thorpe on the Order Paper to section 23 of Bill (No. 2) was defeated, on division.

A proposed amendment by Mr. Farrell-Collins on the Order Paper to section 24 of Bill (No. 2) was defeated, on division.

Section 24 as amended of Bill (No. 2) passed, on division.

A proposed amendment by Mr. Thorpe on the Order Paper to section 25 of Bill (No. 2) was defeated, on division.

A proposed amendment by Mr. Farrell-Collins on the Order Paper to section 52 of Bill (No. 2) was defeated, on division.

Bill (No. 2) was reported complete with amendment.

Bill as reported to be considered at the next sitting after today.
