Mr. Thorpe presented the Third Report of the Select Standing Committee on Public Accounts for the Fourth Session of the Thirty-sixth Parliament.

The Report was taken as read and received.

By leave of the House, Mr. Thorpe moved that the Report be adopted.

A debate arose.

Motion agreed to.

The House proceeded to "Orders of the Day."

Order for Committee of Supply called.

Pursuant to Sessional Order, order called for Section A of Committee of Supply (estimates of the Ministry of Environment, Lands and Parks).

Pursuant to Sessional Order, order called for Section B of Committee of Supply (estimates of the Ministry of Women's Equality).

(In Committee -- Section B)

47. Resolved, That a sum not exceeding $54,425,000 be granted to Her Majesty to defray the expenses of Ministry of Women's Equality, Ministry Operations, to 31st March, 2001.


Section B of Committee of Supply reported the Resolutions.

Report to be considered later today.

Committee to sit again later today.

The House proceeded to Public Bills and Orders and Government Motions on Notice.

On the motion for second reading of Bill (No. Pr 402) intituled The British Columbia Insurance Company, 1904 Amendment Act, 2000, a debate arose.

Bill (No. Pr 402) read a second time and by leave, committed, reported complete without amendment, and by leave, read a third time and passed.

Bill (No. 23) intituled British Columbia Transit Amendment Act, 2000 was committed, reported complete without amendment, read a third time and passed.

Bill (No. 19) intituled Income Tax Amendment Act, 2000 was committed, reported complete with amendment, and by leave, read a third time and passed.

On the motion for second reading of Bill (No. 22) intituled Cost of Consumer Credit Disclosure Act, a debate arose.

Bill (No. 22) read a second time and Ordered to be placed on the Orders of the Day for committal at the next sitting after today.

Order for Private Members' Statements called.

Pursuant to Sessional Order, order called for Section B of Committee of Supply (estimates of the Ministry of Labour).

29. Resolved, That a sum not exceeding $154,948,000 be granted to Her Majesty to defray the expenses of Ministry of Environment, Lands and Parks, Ministry Operations, to 31st March, 2001.


Section A of Committee of Supply reported the Resolutions and completion of the Estimates of the Ministry of Environment, Lands and Parks.

Report to be considered at the next sitting.

Committee to sit again at the next sitting.

By agreement, summary debate of estimates passed in Section A (Ministry of Environment, Lands and Parks) to be considered at the next sitting.

And then the House adjourned at 8.57 p.m.

15 Mr. Cashore to move--
Be it resolved that the Members of this Assembly record their gratitude to the Minister of Environment, Lands and Parks for her determined efforts to preserve British Columbia's Water Protection Act which safeguards the lifeblood of the environment, and that this Assembly now call upon the federal government to take the steps that are still necessary to ensure that "water" is beyond the reach of NAFTA and all other international commercial agreements involving goods, services or investment.
