Order for Committee of Supply called.

Pursuant to Sessional Order, order called for Section A of Committee of Supply (estimates of the Ministry of Community Development, Cooperatives and Volunteers followed by the estimates of the Ministry of Employment and Investment).

Bill (No. 22) intituled Cost of Consumer Credit Disclosure Act was committed, reported complete without amendment, read a third time and passed.

Pursuant to Sessional Order, order called for Section B of Committee of Supply (estimates of the Ministry of Finance and Corporate Relations).

52. Resolved, That a sum not exceeding $14,891,000 be granted to Her Majesty to defray the expenses of Other Appropriations, Environmental Assessment and Land Use Coordination, to 31st March, 2001.

55. Resolved, That a sum not exceeding $5,000,000 be granted to Her Majesty to defray the expenses of Other Appropriations, Green Economy Initiative, to 31st March, 2001.

Section A of Committee of Supply reported the Resolution and completion of the Estimates of the Ministry of Community Development, Cooperatives and Volunteers.

The Speaker delivered his reserved decision as follows:

Honourable Members:

Today the Honourable Leader of the Opposition sought to move adjournment of the House pursuant to Standing Order 35 to discuss a definite matter of urgent public importance, namely, and I quote, "the northern and rural health care crisis in Prince George", unquote.

At the outset, I wish to comment on the process used under Standing Order 35. The Member who raises the matter, provides notice to the Chair (as happened in this case), states the matter and hands a written statement to the Speaker for review. The motion is not moved or debated until such time as the Speaker determines that it qualifies under Standing Order 35 by meeting the test for urgency of debate. The Speaker may seek input from other Members on that issue, but debate at this stage is inappropriate.

In the case at hand, I have reviewed earlier Speakers' decisions on Standing Order 35 including, in particular, the decision in the Journals of April 28, 1998, at page 43, relating to the same topic and presented by the same Member.

The Member stated that the matter is ongoing and I note that the health estimates were debated as lately as June 5, 2000, an appropriate opportunity for debate.

For this reason and the reasons outlined in the earlier decision I have cited, it is my opinion that the matter does not qualify under Standing Order 35.

15 Mr. Cashore to move--
Be it resolved that the Members of this Assembly record their gratitude to the Minister of Environment, Lands and Parks for her determined efforts to preserve British Columbia's Water Protection Act which safeguards the lifeblood of the environment, and that this Assembly now call upon the federal government to take the steps that are still necessary to ensure that "water" is beyond the reach of NAFTA and all other international commercial agreements involving goods, services or investment.
