The Hon. P. Ramsey (Minister of Finance and Corporate Relations) presented to the Speaker a Message from His Honour the Lieutenant Governor, which read as follows:

The Lieutenant Governor transmits herewith Supplementary Estimates -- fiscal year ending March 31, 2001 and recommends the same to the Legislative Assembly.

Ordered, that the Message, and the Supplementary Estimates accompanying same, be referred to the Committee of Supply.

Mr. Penner presented a petition regarding the proposed gas-fired electrical generation plant in Sumas, Washington.

The House proceeded to "Orders of the Day."

The House resolved itself into Committee of Supply (Supplementary Estimates of the Ministry of Health).

The Committee recessed until 6:40 p.m.

36 (S). Resolved, That a sum not exceeding $290,000,000 be granted to Her Majesty to defray the expenses of Ministry of Health, Ministry Operations, to 31st March, 2001.


Committee of Supply reported the Resolution.

Report to be considered forthwith.

The Hon. P. Ramsey moved--

That the report of resolution from the Committee of Supply on September 17, 2000, be now received, taken as read and agreed to.

Motion agreed to.

The Hon. P. Ramsey moved--

That there be granted from and out of the Consolidated Revenue Fund the sum of $290,000,000. This sum is in addition to that authorized to be paid under section 1 of the Supply Act, 2000-2001 and is granted by Her Majesty towards defraying the charges and expenses of the public service of the province for the fiscal year ending March 31, 2001.

Motion agreed to.

Bill introduced and read a first time.

The Speaker declared a short recess for distribution of the Bill.

The Speaker made the following statement:

Honourable Members:

For the guidance of Honourable Members, the Chair wishes to make two observations in relation to Bill (No. 33) intituled Supply Act, 2000-2001 (Supplementary).

This bill is tantamount to a final Supply Bill as it is founded on a single resolution passed in Committee of Supply and adopted upon motion by this House. Accordingly, the bill falls squarely into the class of bills described in numerous precedents as "administrative acts only".

Two results flow from this finding, the first being that the bill may pass through all stages in one sitting and secondly, apart from the brief introductory remarks permitted upon introduction of a bill by virtue of Practice Recommendation No. 5, the bill is not subject to debate at any of its stages.

I refer Honourable Members to British Columbia Hansard of July 26, 1993, at page 9176, British Columbia Hansard of July 27, 1993, at page 9230, and Parliamentary Practice in British Columbia, 3rd edition, at page 164.

Bill (No. 33) was read a second time.

On the motion of the Hon. P. Ramsey, Bill (No. 33) was referred to Committee of the Whole House to be considered forthwith.

Bill (No. 33) was committed, reported complete without amendment, read a third time and passed.

His Honour the Lieutenant Governor having entered the House, and being seated in the Chair--

E. George MacMinn, Q.C., Clerk of the House, read the title to the following Act:

Bill (No. 33) Supply Act, 2000-2001 (Supplementary).

His Honour was pleased in Her Majesty's name to give assent to the said Act.

The said assent was announced by E. George MacMinn, Q.C., Clerk of the House, in the following words:

"In Her Majesty's name, His Honour the Lieutenant Governor doth thank Her Majesty's loyal subjects, accepts their benevolence, and assents to this Act."

His Honour the Lieutenant Governor was then pleased to retire.

The Hon. D. Lovick moved--

That the House, at its rising, do stand adjourned until it appears to the satisfaction of the Speaker, after consultation with the Government, that the public interest requires that the House shall meet, or until the Speaker may be advised by the Government that it is desired to prorogue the Fourth Session of the Thirty-Sixth Parliament of the Province of British Columbia. The Speaker may give notice that he is so satisfied or has been so advised and thereupon the House shall meet at the time stated in such notice, and, as the case may be, may transact its business as if it has been duly adjourned to that time and date; and

That, in the event of the Speaker being unable to act owing to illness or other cause, the Deputy Speaker shall act in his stead for the purpose of this order.

And then the House adjourned at 11.07 p.m.
