Prayers by Mr. Coell.

The Hon. W. Hartley (Speaker) advised the House of the death of Bernard Webber, a former Member of the Legislative Assembly, and stated that he would convey to the family the condolences of Members of the Legislative Assembly.

The Hon. P. Ramsey (Minister of Finance and Corporate Relations) presented to the Speaker a Message from His Honour the Administrator, which read as follows:

Allan McEachern Administrator

The Administrator transmits herewith Supplementary Estimates (No. 2) -- fiscal year ending March 31, 2001 and recommends the same to the Legislative Assembly.

Ordered, that the Message, and the Supplementary Estimates (No. 2) accompanying same, be referred to the Committee of Supply.

Mr. Kasper presented a petition regarding the Brentwood Bay-Mill Bay Ferry.

The Hon. W. Hartley (Speaker) tabled the following documents:

Ombudsman Annual Report, 1999;

Financial Statement of the Office of the Auditor General of British Columbia for the year ended March 31, 2000;

Report of the Chief Electoral Officer relating to the Statement of Votes of the Delta South By- Election held on December 7, 1999, pursuant to section 13 of the Election Act;

Report of the Chief Electoral Officer on the 1999 Provincial Enumeration, pursuant to section 42 of the Election Act; and

Auditor General 2000/2001: Report 2 -- Report on the Implementation of the Recommendations of the Budget Process Review Panel, September 2000.

The House proceeded to "Orders of the Day."

On the motion of the Hon. G. Janssen, seconded by Mr. Kasper, it was Ordered --

That Erda Walsh, Member for Kootenay Electoral District, be appointed Deputy Chair of the Committee of the Whole for this Session of the Legislative Assembly.

On the motion of the Hon. G. Janssen, seconded by Mr. Kasper, that Dennis Streifel, Member for Mission-Kent Electoral District, be appointed Deputy Speaker for this Session of the Legislative Assembly, the House divided.

Mr. van Dongen presented a petition regarding the proposed gas-fired electrical generation plant in Sumas, Washington.

The Hon. G. F. Wilson (Minister of Forests) presented a petition regarding the Roosevelt Elk in the Sunshine Coast and Pender Harbour area.

Mr. Orcherton presented a petition regarding amendments to the Medical Practitioners Act.

The House proceeded to "Orders of the Day."

The House again resolved itself into Committee of Supply (Supplementary Estimates (No. 2) of the Ministry of Health).

36 (S2). Resolved, That a sum not exceeding $212,000,000 be granted to Her Majesty to defray the expenses of Ministry of Health, Ministry Operations, to 31st March, 2001.

The Hon. P. Ramsey moved--

That the report of resolution from the Committee of Supply on December 7, 2000, be now received, taken as read and agreed to.

Motion agreed to.

The Hon. P. Ramsey moved--

That there be granted from and out of the Consolidated Revenue Fund the sum of $212,000,000. This sum is in addition to that authorized to be paid under section 1 of the Supply Act, 2000-2001 and section 1 of the Supply Act, 2000-2001 (Supplementary) and is granted by Her Majesty towards defraying the charges and expenses of the public service of the province for the fiscal year ending March 31, 2001.

Motion agreed to.

The Hon. P. Ramsey (Minister of Finance and Corporate Relations) presented to the Speaker a Message from His Honour the Administrator, which read as follows:

The Administrator transmits herewith Bill (No. 34) intituled Supply Act, 2000-2001 (Supplementary No. 2) and recommends the same to the Legislative Assembly.

Bill (No. 34) was read a second time.

On the motion of the Hon. P. Ramsey, (Bill No. 34) was referred to Committee of the Whole House to be considered forthwith.

Bill (No. 34) was committed, reported complete without amendment, read a third time and passed.

His Honour the Administrator having entered the House, and being seated in the Chair--

E. George MacMinn, Q.C., Clerk of the House, read the title to the following Act:

Bill (No. 34) Supply Act, 2000-2001 (Supplementary No. 2).

His Honour was pleased in Her Majesty's name to give assent to the said Act.

The said assent was announced by E. George MacMinn, Q.C., Clerk of the House, in the following words:

"In Her Majesty's name, His Honour the Administrator doth thank Her Majesty's loyal subjects, accepts their benevolence, and assents to this Act."

His Honour the Administrator was then pleased to retire.

The Hon. G. Janssen moved--

That the House, at its rising, do stand adjourned until it appears to the satisfaction of the Speaker, after consultation with the Government, that the public interest requires that the House shall meet, or until the Speaker may be advised by the Government that it is desired to prorogue the Fourth Session of the Thirty-Sixth Parliament of the Province of British Columbia. The Speaker may give notice that he is so satisfied or has been so advised and thereupon the House shall meet at the time stated in such notice, and, as the case may be, may transact its business as if it has been duly adjourned to that time and date; and

That, in the event of the Speaker being unable to act owing to illness or other cause, the Deputy Speaker shall act in his stead for the purpose of this order.
