  7  Mary Polak, Chairperson, Board of School Trustees of School District No. 36 (Surrey), to ask the Hon. the Minister of Education, regarding the Minister's responsibility for Education funding, K-12 public education sector, the following question: --
A Ministry of Education table entitled "Comparison of Each School District's Enrolment and 2002/03 Estimated Operating Grant" indicates Surrey School District's student population represents 10.2% of the provincial student population. Under the terms of fairness and equitable distribution, why would Surrey only receive 9.4% of the total education operating grant when it represents 10.2% of the provincial student population when just about every other school district is within 0.1 percentage point in their funding allocation and their student population, while Surrey's gap is 0.8%, representing $16 million, the dramatic shortfall that we are currently facing.
