Prayers by Mr. Mayencourt.

The Speaker delivered his reserved decision as follows:

Honourable Members:

On Monday last following Question Period, the Honourable Member for Vancouver-Mount Pleasant rose on a point of order relating to the interpretation of Practice Recommendation No. 11 dealing with Public Written Questions.

The point of order concerned the interpretation of the second sentence in paragraph 2 of the Sessional Order which reads as follows:

"The Member from whose constituency the question comes will have first refusal to put such question to the appropriate Minister."

The Sessional Order further provides that a question which conforms to the guidelines "shall be printed on 2 consecutive weeks unless answered". It is the Chair's ruling that the "first refusal" accorded to the Member from whose constituency the question arises will remain intact for the first week the question is published on Orders of the Day.

During the second week any Private Member may put the qualified question (unless previously answered) to a Minister during Question Period.

Paragraph 2 of the Sessional Order provides that the Minister may answer the question orally or in writing by filing with the Clerk of the House. When the question is answered, either orally or in writing, the question itself is dropped from the Orders of the Day.

Written answers will be published in the Votes and Proceedings.

The Lieutenant Governor transmits herewith Bill (No. 5) intituled Vancouver Island Natural Gas Pipeline Amendment Act, 2002 and recommends the same to the Legislative Assembly.

Bill Ordered to be placed on the Orders of the Day for second reading at the next sitting after today.

By leave, the Hon. G. Collins moved --

That, notwithstanding the motion approved on February 13, 2002 regarding the Select Standing Committee on Education, the Committee be hereby instructed to prepare a Report to the House no later than March 28, 2002.

Motion agreed to.

The House proceeded to "Orders of the Day."

Pursuant to Order, the House resumed the adjourned debate on the motion "That the Speaker do now leave the Chair" for the House to go into Committee of Supply.

The debate continued.

On the motion of Ms. Brice, the debate was adjourned to the next sitting of the House.

And then the House adjourned at 5.57 p.m.

Be it resolved that this House congratulate the people of Williams Lake for organizing a successful BC Winter Games.
 
  17  Ms. Trumper to move--
Be it resolved that this House fully supports all efforts to lift the unjust countervailing duties placed by the U.S. on BC's softwood lumber industry.
 
  18  Mr. R. Stewart to move--
Be it resolved that this House supports reducing the regulatory burden on BC Business that impedes economic growth and job creation.
 
  19  Mr. Lee to move--
Be it resolved that this House recognizes the important role of small business in rebuilding the economy of British Columbia.
 
  20  Mr. Mayencourt to move--
Be it resolved that this House fully supports Vancouver's bid for the 2010 Winter Olympic Games.
 
  21  Mr. Les to move--
Be it resolved that this House recognizes the important role of public-private partnerships in rebuilding British Columbia's infrastructure.
 
  22  Mr. Belsey to move--
Be it resolved that alternative energy sources are actively supported by this government and that the provincial and federal government work towards developing renewable energy technology in the Hecate Strait.
 
  23  Mr. MacKay to move--
Be it resolved that the provincial government supports efforts by the Northwest Corridor Development Corporation to create a strong transportation route across the northern portion of our province.
 
  24  Mr. Cobb to move--
Be it resolved that this House acknowledges the Mountain Pine Beetle, which has dramatically impacted the health of forests in the northern interior and supports efforts by the Mountain Pine Beetle Task Force to implement an action plan aimed at preventing the spread of this epidemic.
 
  25  Mr. Bray to move--
Be it resolved that this House supports greater parental involvement in the education system.
 
  26  Mr. Belsey to move--
Be it resolved that this House recognizes the tremendous potential of the oil and natural gas sector in British Columbia and supports exploring all opportunities to expand this sector.
