The Hon. R. Neufeld (Minister of Energy and Mines) tabled a Major Capital Project Plan required pursuant to section 14 of the Budget Transparency and Accountability Act with respect to the 120MW Brilliant Expansion Project.

The House proceeded to "Orders of the Day."

Bill (No. 26) intituled Supply Act (No. 1), 2003 was committed, reported complete without amendment, read a third time and passed.

Bill (No. 18) intituled Coastal Ferry Act was again committed, reported complete with amendment, and by leave, read a third time and passed.

On the motion for second reading of Bill (No. 22) intituled Community, Aboriginal and Women's Services Statutes Amendment Act, 2003, a debate arose.

Bill (No. 22) read a second time and Ordered to be placed on the Orders of the Day for committal at the next sitting after today.

Order for Committee of Supply called.

Pursuant to Sessional Order, order called for Section B of Committee of Supply.

The Committee recessed until 6.35 p.m.

Section B of Committee of Supply reported progress of the estimates of the Ministry of Children and Family Development.

Report to be considered at the next sitting.
Committee to sit again at the next sitting.

NOTICE OF MOTIONS

Thursday, March 27

 
 92  Ms. MacPhail to move--
Be it resolved that this House calls for a halting of hostilities in Iraq and expresses its endorsement of the resolution adopted by the City Council of New York on March 12, 2003, after finding that it has not been substantiated that all other means of disarming Saddam Hussein in accordance with United Nations resolutions have been attempted and failed, and which reads as follows:

Resolved, That the government of the United States should make all efforts to work through the United Nations Security Council in a manner that would reaffirm our nation's commitment to the rule of law and the primacy of human rights in our international relationships, and should take all appropriate steps toward securing the participation of other nations and international bodies in the effort to ensure that Iraq does not possess biological, chemical or nuclear weapons and toward promoting human rights for all the people of Iraq; and be it further

Resolved, That the government of the United States should work through the United Nations Security Council and with other nations to ensure the unimpeded access of United Nations weapons inspectors to all areas of and facilities in Iraq and to ensure that the inspectors be given a full and fair opportunity to conduct their efforts in accordance with the United Nations Security Council resolutions; and be it further

Resolved, That the Council of the City of New York opposes a pre-emptive military attack on Iraq unless it is demonstrated that Iraq poses a real and imminent threat to the security and safety of the United States or its allies or unless all other options for achieving compliance with the United Nations resolutions calling for the elimination of weapons of mass destruction and the means for the development have failed.
