 50  By leave, the House resumed the adjourned debate on Motion 50 with respect to the value of a province-wide "AMBER Alert" early warning system.

 68  By leave, Mr. Lee moved--
Be it resolved that this House recognizes the important role of Chinese-Canadian entrepreneurs in strengthening the economy of British Columbia.

Two o'clock p.m.

Ms. McPhail made a statement regarding the death of former MLA Rosemary Brown.

Hon. L. Stephens (Minister of State for Women's Equality) made a statement.

Mr. Speaker stated that he would convey to the family of the late Ms. Brown, the condolences of the Members of the Legislative Assembly.

The Hon. R. Thorpe (Minister of Competition, Science and Enterprise) presented to the Speaker a Message from Her Honour the Lieutenant Governor, which read as follows:

The Lieutenant Governor transmits herewith Bill (No. 36) intituled Business Number Act and recommends the same to the Legislative Assembly.

By leave, the Hon. G. Plant (Attorney General and Minister Responsible for Treaty Negotiations) tabled the Citizens' Assembly on Electoral Reform Terms of Reference and Duties of the Chair.

The Hon. G. Bruce (Minister of Skills Development and Labour) made a ministerial statement regarding the International Day of Mourning for workers injured or killed as a result of workplace accidents or diseases.

Ms. MacPhail made a statement.

The Hon. C. Richmond (Speaker) tabled the Auditor General 2002/2003 Report 10: Adopting Best Practices in Government Financial Statements -- 2001-2002.

The House proceeded to "Orders of the Day."

Order for Committee of Supply called.

Pursuant to Sessional Order, order called for Section B of Committee of Supply.

The Committee recessed until 6.35 p.m.

37. Resolved, That a sum not exceeding $90,001,000 be granted to Her Majesty to defray the expenses of Ministry of Sustainable Resource Management, Ministry Operations, to 31st March, 2004.

38. Resolved, That a sum not exceeding $2,296,000 be granted to Her Majesty to defray the expenses of Ministry of Sustainable Resource Management, Agricultural Land Commission, to 31st March, 2004.

47. Resolved, That a sum not exceeding $2,897,000 be granted to Her Majesty to defray the expenses of Other Appropriations, Environmental Assessment Office, to 31st March, 2004.


Section B of Committee of Supply reported the Resolutions and completion of the estimates of the Ministry of Sustainable Resource Management and further reported progress of the estimates of the Ministry of Advanced Education.

Report to be considered at the next sitting.

Committee to sit again at the next sitting.

And then the House adjourned at 8.56 p.m.

NOTICE OF MOTIONS

Tuesday, April 29

 
 98  Ms. MacPhail to move--
Be it resolved that this House does not concur in the report of the Committee of Supply with respect to Vote 10 and the proceedings therein are declared of no force and effect and Orders the said Vote be referred back to the Committee of Supply to be reconsidered.

Wednesday, April 30

 
 99  Hon. G. Plant to move--
Be it resolved that this House supports the creation of a Citizens' Assembly on Electoral Reform as expressed in the terms of reference and duties of the chair tabled in the House on Monday, April 28, 2003.

 
 100  Hon. G. Plant to move--

"That a Special Committee on the Citizens' Assembly on Electoral Reform be appointed and authorized:

(1) to review the nomination of Jack Blaney as chair of the Citizens' Assembly and to report to the Legislative Assembly whether the Special Committee unanimously endorses the said nomination;
(2) to review the chair's subsequent selections of senior staff of the Citizens' Assembly and to report to the Legislative Assembly whether the Special Committee unanimously endorses the said selections: and
(3) to receive interim reports from the chair of the Citizens' Assembly on the progress of the Citizens' Assembly's work.

The Special Committee so appointed shall have the powers of a Select Standing Committee and is also empowered:

(a) to appoint of their number one or more sub-committees and to refer to such sub-committees any of the matters referred to the Committee;
(b) to sit during a period in which the House is adjourned, during the recess after prorogation until the next following Session and during any sitting of the House;
(c) to adjourn from place to place as may be convenient; and
(d) to retain personnel as required to assist the Committee;

and shall report to the House on the matters referred to the Committee as soon as possible or following any adjournment, or at the next following Session, as the case may be; to deposit the original of its reports with the Clerk of the Legislative Assembly during a period of adjournment and upon resumption of the sittings of the House, the Chair shall present all reports to the Legislative Assembly.

The Special Committee is to be composed of J. Les (Convenor), J. Bray, I. Chong, K. Krueger, B. Lekstrom, J. MacPhail, and R. Nijjar."
