PUBLIC WRITTEN QUESTIONS

Date answered: October 20, 2003

8  Gary Coons, President, Prince Rupert District Teachers' Union, asked the Hon. the Minister of Education, regarding the Minister's responsibility for education spending, the following question:--

How much money was spent on production and ad buy for full page education ads of the spring and summer of 2003?

The Hon. C. Clark replied as follows:

Thank you for your question regarding education ads.

This has been an important year for education in British Columbia. The education system is changing and our government is committed to keeping the public well informed about these changes, and these advertisements provide British Columbians with valuable information.

We have an open and transparent budgeting process for government expenditures. The advertising budget for government is $19.5 million for fiscal year 2003/04, which is over $3 million less than the advertising budget found in the previous government's last budget. The total cost of the advertisements will be communicated when government reports all spending at the end of the fiscal year.

Government has also banned all non-essential advertising four months prior to an election. We believe that government advertising expenditures should be focused on providing the facts, not propaganda, around important government initiatives to the public.

9  Gary Coons, President, Prince Rupert District Teachers' Union, asked the Hon. the Minister of Health Services, regarding the Minister's responsibility for health care, the following question:--
With respect to the full page health ads placed by the government since October 28, 2002, how much was spent for ad production and total ad buy?

The Hon. C. Hansen replied as follows:

Thank you for your question regarding the costs of advertisements.

We have increased the Health budget by $2 billion dollars over the past three years to a total of $10.7 billion. None of the budget of the Ministry of Health Services went towards the advertisements. They are funded from the budget of the Public Affairs Bureau.

The advertising budget for the entire government is $19.5 million for fiscal year 2003/04, which is $3 million less than the previous government's last budget. The total cost of advertisements will be finalized when government reports all spending at the end of the fiscal year. Also note that the Government has banned all non-essential advertising four months prior to an election.
