Bill (No. 74) intituled Motor Dealer Amendment Act, 2003 was committed, reported complete without amendment, read a third time and passed.

Bill (No. 76) intituled Community Charter Transitional Provisions, Consequential Amendments and Other Amendments Act, 2003 was committed.

Ms. Kwan moved an amendment to section 15 of Bill (No. 76) which was defeated, on division.

Bill (No. 76) was reported complete without amendment, read a third time and passed.

On the motion for second reading of Bill (No. 81) intituled Health Professions Amendment Act (No. 2), 2003, a debate arose.

Bill (No. 81) read a second time and Ordered to be placed on the Orders of the Day for committal at the next sitting after today.

On the motion for second reading of Bill (No. 82) intituled Pharmacy Operations and Drug Scheduling Act, a debate arose.

The debate continued.

Bill (No. 82) read a second time and Ordered to be placed on the Orders of the Day for committal at the next sitting after today.

And then the House adjourned at 11.59 a.m.

PUBLIC WRITTEN QUESTIONS

 10  Adriane Carr, Leader, Green Party of British Columbia, asked the Hon. the Minister of Health Services, regarding the Minister's responsibility for rural health services the following question:--
On September 21, a young mother's life was saved in the Nelson Hospital by an emergency operation to remove her ruptured spleen. It was lucky that the surgeons she needed were in Nelson, as her vital signs were failing and she would not have made it to Trail where surgical services are now centralized for the entire Kootenay Boundary area. Will you, Mr. Minister, take this patient's close call as a warning and move quickly to restore Nelson's general surgery, surgeons and intensive care unit to prevent needless deaths?

The Hon. C. Hansen replied as follows:

Thank you for your question regarding the issue of health care redesign in the Kootenay area.
Patients in the Kootenay Boundary area receive excellent care and specialty services, when and where they need it. Our government has developed standards for access to care; this includes access to emergency room services within one hour, acute care within two hours and specialty services within four hours. Patients in the Nelson area clearly fall within these standards of access to care. More detail on these standards can be found on our web site at http://www.health.gov.bc.ca. As a direct result of this redesign, we now have more effective care for all patients and all residents who live in the Kootenay-Boundary area. We have been able to attract an additional five specialists into the region, resulting in better care for residents and less burnout for physicians.
A medical quality care committee has reviewed the particular case you refer to. The review has determined that if the patient had been transferred to the regional hospital as originally planned, she would have received the care she needed in Trail, as there was a team on standby ready to receive the patient.
