Bill (No. 69) intituled Finance Statutes Amendment Act, 2004 was committed, reported complete without amendment, read a third time and passed.

Bill (No. 70) intituled Property Transfer Tax Amendment Act, 2004 was committed, reported complete without amendment, read a third time and passed.

Bill (No. 62) intituled Attorney General Statutes Amendment Act, 2004 was committed, reported complete without amendment, read a third time and passed.

Bill (No. 64) intituled Justice Modernization Statutes Amendment Act, 2004 was committed, reported complete with amendment, and by leave, read a third time and passed.

On the motion for second reading of Bill (No. 67) intituled Expropriation Amendment Act, 2004, a debate arose.

Bill (No. 67) read a second time and Ordered to be placed on the Orders of the Day for committal at the next sitting after today.

Bill (No. 57) intituled Range Act was committed, reported complete without amendment, read a third time and passed.

Bill (No. 65) intituled Forests Statutes Amendment Act, 2004 was committed.

The Committee rose, reported progress and asked leave to sit again.

Bill to be considered at the next sitting.

The Hon. G. Plant (Attorney General and Minister Responsible for Treaty Negotiations) tabled the following documents:

Treaty Commission Annual Report, 2004;

Public Guardian and Trustee of British Columbia Annual Report, 2003/2004;

British Columbia Ferry Commission Annual Report for the period August 11, 2003 to March 31, 2004;

Final Report of the 2004 British Columbia Judges Compensation Commission;

Report of the Judicial Justices Compensation Commission, September 1, 2004;

Letter to the Ministry of Attorney General from the 2004 Judges Compensation Commission; and

Crown Proceeding Act Report for the Fiscal Year Ended March 31, 2004.

The Hon. G. Plant (Attorney General and Minister Responsible for Treaty Negotiations) referred Members to the provisions of section 6 (3) of the Judicial Compensation Act and the procedure established therein, relative to Compensation Commission Reports.

By leave, Mr. Penner moved--

That Hon. Brenda Locke, MLA be substituted by Mr. Blair Suffredine, MLA as a Member of the Select Standing Committee on Finance and Government Services and that Mr. Richard Lee, MLA also be appointed to serve as a Member of the Select Standing Committee on Finance and Government Services.

Motion agreed to.

By leave, Mr. Mayencourt moved--

That Bill M 202 intituled Safe Streets Act and Bill M 203 intituled Trespass to Property Act be withdrawn from the Order Paper.

Motion agreed to.

The House proceeded to "Orders of the Day."

On the motion for second reading of Bill (No. 59) intituled Northern Development Initiative Trust Act, a debate arose.

The debate continued.

On the motion of Mr. Penner, the debate was adjourned to the next sitting of the House.

On the motion for second reading of Bill (No. 58) intituled B.C. Rail Benefits (First Nations) Trust Act, a debate arose.

On the motion of the Hon. K. Falcon, the debate was adjourned to the next sitting of the House.

 116  Mr. Penner to move--
Be it resolved that this House supports initiatives to encourage development of small hydroelectric and other renewable energy projects, as part of a plan to help make British Columbia self-sufficient again in the production of electricity.

Tuesday, October 19

 
 117  Mr. Mayencourt to move--
Be it resolved that the provincial government supports efforts to develop its connection with the Asian Pacific countries with respect to technology transfer, tourism, trade relations, education and culture.
 
 118  Mr. Mayencourt to move--
Be it resolved that this House recognize the contributions of non-profit organizations and the important role they play keeping our communities safe and healthy.
