On the motion of Mr. Macdonald, Bill (No. M 214) intituled British Columbia Open Mining Act, 2014 was introduced, read a first time, and Ordered to be placed on the Orders of the Day for second reading at the next sitting after today.

The Hon. C. Clark (Premier) made a ministerial statement regarding Jim Sinclair, the out-going president of the B.C. Federation of Labour.

Mr. Horgan made a statement.

Order called for “Members’ Statements.”

Order called for “Oral Questions by Members.”

The Hon. L. Reid (Speaker) tabled the Auditor General Report: Distinguishing Between Government Program & Partisan Political Advertising: An Update to Our 1996 Report, November 2014.

The Hon. N. Letnick (Minister of Agriculture) reserved his right to raise a matter of privilege.

Ms. Thornthwaite presented the Select Standing Committee on Children and Youth Interim Report: Youth Mental Health in British Columbia for the Third Session of the Fortieth Parliament, November 2014.

The Report was taken as read and received.

By leave, Ms. Thornthwaite moved that the Report be adopted.

A debate arose.

Mr. Eby presented a petition regarding the free Pine Community Health Clinic for youth.

Mr. Simons presented a petition regarding the genetically modified apple.

The House proceeded to “Orders of the Day.”

Bill (No. 7) intituled Nisga’a Final Agreement Amendment Act, 2014 was read a third time and passed.

Bill (No. 8) intituled Protected Areas of British Columbia Amendment Act (No. 2), 2014 was read a third time and passed.

Bill (No. 6) intituled Liquefied Natural Gas Income Tax Act was again committed.

Section 122 of Bill (No. 6) passed, on division.

Ms. Trevena made a statement withdrawing comments made in Oral Question Period.

Bill (No. 6) was reported complete without amendment.

On the motion for third reading of Bill (No. 6) a debate arose.

Mr. Weaver moved the following amendment —

That the motion for third reading of Bill (No. 6) intituled Liquefied Natural Gas Income Tax Act be amended by deleting all the words after “that” and substituting the words “the Bill be not now read a third time, that the Order for third reading be discharged, the Bill withdrawn from the Order paper and the subject matter referred to the Select Standing Committee on Parliamentary Reform, Ethical Conduct, Standing Orders and Private Bills.”

The amendment on the motion for third reading of Bill (No. 6) was negatived, on the following division:

Her Honour was pleased in Her Majesty’s name to give assent to the said Acts.

The said assent was announced by Kate Ryan-Lloyd, Deputy Clerk and Clerk of Committees, in the following words:

“In Her Majesty’s name, Her Honour the Lieutenant Governor doth assent to these Acts.”

Her Honour the Lieutenant Governor was then pleased to retire.

The Hon. M. de Jong moved —

That the House, at its rising, do stand adjourned until it appears to the satisfaction of the Speaker, after consultation with the Government, that the public interest requires that the House shall meet, or until the Speaker may be advised by the Government that it is desired to prorogue the Third Session of the Fortieth Parliament of the Province of British Columbia. The Speaker may give notice that she is so satisfied or has been so advised and thereupon the House shall meet at the time stated in such notice, and, as the case may be, may transact its business as if it has been duly adjourned to that time and date; and

That, in the event of the Speaker being unable to act owing to illness or other cause, the Deputy Speaker shall act in her stead for the purpose of this Order.
