Select Standing Committee on Parliamentary Reform, Ethical Conduct, Standing Orders and Private Bills

​The Select Standing Committee on Parliamentary Reform, Ethical Conduct, Standing Orders and Private Bills is one of nine permanent all-party committees of the Legislative Assembly of British Columbia. The Committee considers private bills referred to it by the Legislative Assembly, as provided by Standing Order 105.

On April 28, 2016, the Legislative Assembly referred  Bill Pr 401 – Millar College of the Bible Act to the Select Standing Committee on Parliamentary Reform, Ethical Conduct, Standing Orders and Private Bills.

On May 4, 2016, the Legislative Assembly presented the revision of the Municipal Replotting Act to the Committee for examination and recommendation pursuant to the Statute Revision Act [RSBC 1996] Chapter 440

The Committee's report on the practices and procedures relating to the referral and consideration of Estimates by Committee of Supply, and the establishment of Select Standing Committees for the life of a Parliament was released on October 31, 2016.

Terms of Reference

On April 28, 2016, the Legislative Assembly referred  Bill Pr 401 – Millar College of the Bible Act to the Select Standing Committee on Parliamentary Reform, Ethical Conduct, Standing Orders and Private Bills.

On May 4, 2016, the Legislative Assembly presented the revision of the Municipal Replotting Act [RSBC 1996] Chapter 323 to the Select Standing Committee on Parliamentary Reform, Ethical Conduct, Standing Orders and Private Bills for examination and recommendation pursuant to the Statute Revision Act [RSBC 1996] Chapter 440.

On May 4, 2016, the Legislative Assembly agreed that the Select Standing Committee on Parliamentary Reform, Ethical Conduct, Standing Orders and Private Bills be empowered to examine and make recommendations by October 31, 2016 with respect to the practices and procedures relating to:

  1. The referral and consideration of Estimates by Committee of Supply; and
  1. The establishment of Select Standing Committees for the life of a Parliament

In addition to the powers previously conferred upon the Select Standing Committee on Parliamentary Reform, Ethical Conduct, Standing Orders and Private Bills by the Legislative Assembly, the Committee is empowered:

    1. to appoint of their number, one or more subcommittees and to refer to such subcommittees any of the matters referred to the Committee;
    2. to sit during a period in which the House is adjourned, during the recess after prorogation until the next following Session and during any sitting of the House;
    3. to adjourn from place to place as may be convenient; and
    4. to retain such personnel as required to assist the Committee;

and shall report to the House as soon as possible, or following any adjournment, or at the next following Session, as the case may be; to deposit the original of its reports with the Clerk of the Legislative Assembly during a period of adjournment and upon resumption of the sittings of the House, the Chair shall present all reports to the Legislative Assembly.
