Special Committee to Review the Police Complaint Process

​​​On February 21, 2019, the Legislative Assembly appointed a Special Committee to conduct an audit respecting the outcome or resolution of randomly selected complaints and investigations, pursuant to section 51.2 of the Police Act [RSBC 1996] c. 367 and to prepare a report no later than November 26, 2019 on the results of that audit.

The Special Committee engaged MNP LLP to conduct a compliance and a performance audit of the Office of the Police Complaint Commissioner (OPCC) and held a public consultation to seek input regarding improvements to the police complaint process.

The Special Committee released its unanimous report on November, 25, 2019 which includes 38 recommendations to increase the efficiency, effectiveness, and accessibility of the police complaint process. Additional recommendations include proposed amendments to the Police Act to streamline the complaint process in appropriate circumstances, measures to improve communications, outreach and information sharing at the OPCC, and recommendations to improve training for OPCC staff, police, discipline authorities and investigating officers.

Terms of Reference

On February 21, 2019 the Legislative Assembly agreed that a Special Committee be appointed to conduct an audit respecting the outcome or resolution of randomly selected complaints and investigations, pursuant to section 51.2 of the Police Act [RSBC 1996] c. 367 and to prepare a report no later than November 26, 2019 on the results of that audit.

The said Special Committee shall have the powers of a Select Standing Committee and in addition is empowered:

  1. to appoint of their number one or more subcommittees and to refer to such subcommittees any of the matters referred to the committee;
  2. to sit during a period in which the House is adjourned, during the recess after prorogation until the next following Session and during any sitting of the House;
  3. to adjourn from place to place as may be convenient; and
  4. to retain such personnel as required to assist the committee;

and shall report as soon as possible to the House, or following any adjournment, or at the next following Session, as the case may be; to deposit the original of its reports with the Clerk of the Legislative Assembly during a period of adjournment and upon resumption of the sittings of the House, the Chair shall present all reports to the Legislative Assembly.
