Select Standing Committee on Agriculture, Fish and Food

The Select Standing Committee on Agriculture, Fish and Food is one of ten permanent all-party committees of the Legislative Assembly of British Columbia. Pursuant to its Terms of Reference the Committee is responsible for examining matters concerning agriculture, fish and food in British Columbia.

On April 24, 2018, the Committee was tasked with inquiring into and making recommendations concerning local meat production in BC, based on the discussion paper released by the Minister of Agriculture. The Committee conducted a public consultation from May 16 to June 15, 2018 and released its report including 21 recommendations on Friday, September 28, 2018.

Terms of Reference

On April 24, 2018, the Legislative Assembly agreed that, further to the motion establishing a Select Standing Committee on Agriculture, Fish and Food to examine matters concerning agriculture, fish and food in British Columbia, the Committee shall initially examine, inquire into and make recommendations concerning local meat production in British Columbia, based on the discussion paper released by the Minister of Agriculture on April 24, 2018.

The Committee shall seek to consider the views of farmers, producers, processors, consumers, restauranteurs and all other individuals and organizations interested in local, small-scale meat production.

In undertaking its inquiry, the Committee shall consider matters related to areas of provincial responsibility with respect to meat production regulations. The Committee shall have all the powers previously conferred upon the other Select Standing Committees and shall also be empowered:

  1. to appoint of their number one or more subcommittees and to refer to such subcommittees any of the matters referred to the Committee;
  2. to sit during a period in which the House is adjourned, during the recess after prorogation until the next following Session and during any sitting of the House;
  3. to conduct consultations by any means the Committee considers appropriate; and
  4. to adjourn from place to place as may be convenient;

and shall report as soon as possible to the House, but no later than October 1, 2018, or following any adjournment, or at the next following Session, as the case may be; to deposit the original of its reports with the Clerk of the Legislative Assembly during a period of adjournment and upon resumption of the sittings of the House, the Chair shall present all reports to the Legislative Assembly.

On May 31, 2018, the Legislative Assembly agreed that, in addition to the terms of reference previously provided to the Select Standing Committee on Agriculture, Fish and Food by the Legislative Assembly on April 24, 2018, the Committee shall examine, inquire into and make recommendations regarding how to restore healthy and abundant wild fish stocks in British Columbia.

In particular, the Committee shall conduct consultations to examine the health, habitat and management of wild Pacific salmon and the sustainability of wild Pacific salmon industry in British Columbia.

The Committee shall prepare a report on the results of those consultations no later than November 29, 2018, and report as soon as possible to the House, or following any adjournment, or at the next following session, as the case may be; to deposit the original of its reports with the Clerk of the Legislative Assembly during a period of adjournment and upon resumption of the sittings of the House, the Chair shall present all reports to the Legislative Assembly.

On November 27, 2018 the Legislative Assembly agreed that the resolution adopted by the House on May 31, 2018 regarding the Select Standing Committee on Agriculture, Fish and Food be rescinded.
