Library Collections Terms of Use

The terms and conditions below govern the use of all Content made available through the Legislative Library of British Columbia’s (Legislative Library) collections and resources. Each user is responsible for ensuring compliance with these terms and conditions, as well as compliance with applicable intellectual property laws and regulations.  

Use of the collections and resources of the Legislative Library indicates the user’s acceptance of the following terms and conditions:   

 

Collection Overview  

The Legislative Library of British Columbia’s digital collections include historical and current BC government documents, both digitized and born-digital; financial, annual reporting, and other materials from BC agencies, businesses, and organizations; BC Government news releases from 1969-current; and the digitized Hansard Clippings books. Access to some collections is limited to Legislative Assembly staff only.  

 

Copyright  

This Content has been made available by the Legislative Library for historical and research purposes. The Library may not be the copyright holder of the Content in this collection. For this reason, responsibility for infringement of copyright or other rights is assumed by the user, who is fully responsible for obtaining permission for use from the copyright holder.

User guidelines  

Access to certain Content is limited to the following Legislative Library users. They will need to login if accessing it remotely.  

  • Staff of the Legislative Assembly  
  • Members of the Legislative Assembly   
  • Staff of a Member of the Legislative Assembly and Caucus staff  
  • Officers and staff of Statutory Officers (Conflict of interest Commissioner, Auditor General, Chief Electoral Officer, Human Rights Commissioner, Information and Privacy Commissioner, Merit Commissioner, Ombudsperson, Police Complaint Commissioner, and Representative for Children and Youth)  
  • Walk-in patrons of the Legislative Library while they are on-site.  

 

General restrictions 

Unless indicated in the metadata associated with each item or on the item itself, all Content in our collections and resources is made available to view for non-commercial purposes, such as research (including government or policy research), private study and educational purposes – all other rights are reserved by the copyright holders.  

Users must not:   

  • make copies of any Content for the purposes of sale, resale or in any way providing access to the Website or any Content through another website or service for the purpose of, directly or indirectly, earning revenue, 

  • Remove or alter any copyright or other notices on the material, 

  • Use automated methods to extract data or metadata from material or use third-party technology or AI to analyze or manipulate the content.  

 

Intellectual Property and Attribution  

Users of an electronic resource are responsible for adhering to applicable intellectual property rights and laws, including but not limited to Canadian copyright laws, when using an electronic resource.  

When quoting from licensed material, a user must provide appropriate citation and credit.  

The Legislative Library does not assume liability for any copyright infringement committed by users.  

 

Collection and Use of Information 

  • Cookies: Our website uses cookies to enhance your browsing experience. Cookies are small files placed on your device that help us remember your preferences and understand how visitors use our website. 

  • Usage Statistics: We automatically collect aggregate data about website usage, such as the number of visits, popular pages, and general traffic patterns. This information helps improve our services but does not identify individual users. 

  • Download Statistics: We keep statistics on downloads from our website. Data is recorded in aggregate and is not linked to identifiable individuals unless specifically stated. 

 

Limiting Personal Information Collection 

  • We strive to limit the collection of personal information. Unless you voluntarily provide information (for example, by filling out a contact form), we do not attempt to identify you. 

  • Aggregated data is used wherever possible. Any information that could directly identify an individual is collected only when explicitly required. 

 

Use, Disclosure, and Retention 

  • Personal information, if collected, is used only for the purposes stated at the time of collection. 

  • We do not sell or share your personal information with third parties except as required by law. 

  • Any personal information is stored securely and retained only as long as necessary to fulfill its purpose and comply with legal obligations. 

 

Indemnity  

Users agree to indemnify the Legislative Assembly against any liability, losses, damages, or awards resulting from any actions, suits, demands, or claims resulting from or in connection with the user’s use of an electronic resource made available by the Legislative Library, or the user’s breach of these terms and conditions.  

 

Termination of Access

If a violation is detected, the Legislative Library reserves the right to terminate access to any or all Content for any user who fails to comply with these terms and conditions or any other Legislative Library policies.  

 

Statement on language 

The Legislative Library of British Columbia follows standardized resource description practices. This standardized language contains historical terminology that today may be considered disrespectful, outdated, and harmful. Content and description in the Digital Collections reflect the time they were created and the views of their creators, and may include terms that are inequitable, offensive, or harmful to racial, ethnic, and cultural groups.  

 

Changes to This Statement 

We may update these Terms and Conditions from time to time. Updates will be posted on this page and will take effect when published.

Monday to Friday (closed holidays)

Note that when the Legislature is sitting the Library is only open to Members of the Legislative Assembly and Assembly staff. Before coming to use the Library it is best to call (250-387-6510) to ensure that we are open.
